CEOS Strategy for Earth Observation Education and Training
The CEOS strategy for Earth observation education and
training is to establish an effective coordination and partnership
mechanism among CEOS agencies and institutions offering education and
training around the world. The key objective of the strategy is to
facilitate activities that substantially enhance international education
and training in Earth observation techniques, data analysis,
interpretation, use, and application. The strategy will:
- allow space agencies, education and training providers, UN agencies,
and other entities to coordinate activities for specific education and
training programmes and to exchange experiences and information;
- provide opportunities for CEOS agencies appropriate to network with
educational and training institutions;
- provide for the timely integration and refresh of Earth observation
data, information, and techniques into educational and training
programmes;
- provide an opportunity for CEOS agencies to disseminate materials,
data, information, experts, and guidance as appropriate for improving
Earth observation training and education around the world;
- promote a growing cadre of specialists in Earth observation who will
address the growing environmental questions facing the world and who
will develop expanded practical applications of Earth observation data
and information world wide;
- enable better and more far-reaching outreach to the international
community and general public;
- underscore the relevance of Earth observation for formulating policy
and for addressing environmental and development issues at local,
national, regional, and global levels, as well as, for addressing
scientific questions of relevance.
Major Partnerships
At the World Summit on Sustainable Development (WSSD)the CEOS
Secretariat emphasized the importance using of Earth observation (EO) data
to support sustainable development activities into the draft WSSD report.
With the support of a number of national delegations, CEOS was successful
in getting direct references to the use of EO data into the final Plan of
Implementation that was adopted by the heads-of-state at the WSSD in
Johannesburg. From the action items that were generated by the WSSD the
concept of a "CEOS Follow-Up Programme" was born.
Type II Partnership
The CEOS Type II Partnership was born within the WGEdu. This was a
proposal from NOAA and supported by many other organizations. The
intention was to make a substantive contribution to the Plan of
Implementation that would come out of the World Summit on Sustainable
Development (WSSD). The proposal was submitted to the UN secretariat for
the Commission on Sustainable Development by CEOS secretariat as a CEOS
Type II Partnership. This Partnership was accepted.
